No he was allowed to start due to Hunt, Mass & Watson having infringments in qualifying, but Stuppacher didn't start what was the reason?

CORRECT

Otto Stuppacher hadn't qualified for the GP but when Hunt, Mass & Watson were disqualified Otto was already in Vienna! and so it was an impossible task to get back to Monza
