The news is a few days old now, but it's the first I've heard of it:
Alan Labrosse will take over the duties as promoter of the Montreal event, revising his role from 2004 when he promoted the successful Molson Indy Montreal.

Good news, I assume!
Has the race had a rocky history in recent times, then?

Bad news actually. Alan Labrosse is a capable man but he won't be able to find both sponsors and make a solid marketing pitch so late. The web site has literally no information thus far and Legeault still owns the rights to the Island and is looking for a Busch Nascar race for the next years. This decision was done too late unforunately.
Labrosse did a pretty good job in 2004 -- when he got the Cdn Superbikes to run as well, and the Hankook Touring cars -- they were a hoot! I was disappointed that, especially the bikes, did not run in 2005, as it had the makings of a good weekend.

Is this the same guy as Ranger's agent?

Yes it is the same guy. He is well liked here but does not have many connections. He has a good head on his shoulders however.

This one's been handed off from Legault to Labrosse, back to Legault and back to Labrosse. I've never understood why on any of it.
An interesting note to add to the story, Robin Miller is reporting that Labrosse is aiming to have Patrick Carpentier back in a Champ Car for the Montreal race.
"One of his goals is to make sure Carpentier is in a Champ Car come Aug. 25-26-27 because he reckons that's going to sell a bunch of tickets. Tagliani and Ranger are popular but Patrick "is like Elvis" with the French-Canadians."

Yep if Patrick gets back in Champ Car its good. Just because he drove for the IRL for the year I don't hate him like others and to be fair he wasn't offered a decent drive. But this is then, its now and he's a good driver who would be a good addition to Champ Car to join in the mix.
As for Alan Labrosse, it's very good news for the event.

I agree that Patrick is the most well liked driver in our province. His addition to the event is an extra 20 K in attendence.

Great use for the PKV 3rd car.
Looks like champcar is determined to make this event a good one.
