I think the Civic would be stronger - simply because it has done more running/had more development, the Accord did well in 06 and will do well again this year I expect, but still not quite up to the Civic IMO.
Having said that, the Accord is a very quick Touring Car in a straight line, so depending on the circuit, it may well be quicker in some cases.
