Promotional DVDs could certainly be one way of generating interest. However, as far as existing attendance figures are concerned, the IRL could remove the venues from the season schedule that aren't producing good attendances, continue to promote the ones that are popular and produce good attendances, as well as looking into potential new venues. They also need to do some listening to the fans.
