The trouble is, with land values, wages to try and keep up with the cost of living in those areas, and who knows what else, the track would cost $500 million if it was in one of those more "desirable" areas. On the bright side, they weren't trying to do this at the height of the real-estate boom, or it could have cost as much as Abu Dhabi to build the thing, especially in California.
