For the remaining 20% you could use either tyre, but you must make a stop for it.
For example: 30% soft tyre 1st stint. 50% hard tyre 2nd stint. 20% hard tyre 3rd stint.
I would also think that 2 stops would be a minimum number of stops, so 3 or 4 stops would also be acceptable.
