Experienced Marshal and Flag Marshal are two grades held separately by a marshal (as per the MSA).

The system allows me to volunteer as a Trainee PC presumably due to me being an Experienced Marshal (because there is no upgrade from Flag to PC) however the system does not allow me to volunteer as a Trainee IO which is something I should be able to do from Experienced.
