Assuming the sector they "cut out" of the telemetry measurement it's either in the beginning or the end of the Porsche curves, it's pretty safe to say that the average it's not slower after the change. That's because the slowest part of the Porsche curves is the entry and the last corner (Corvette). In other words, if we had the same timing sector as before, the times would be slower.
This video probably shows the fastest lap which you can watch with telemetry. Watch at 9:00. That average was 15,3s, 0,3s slower than the record of 15s.
