That is true, but. unlike a lot of other teams ADR is only running 1 car therefore they only have 1 set of data and can only try 1 setup per practice session. Compare that to DAMS who run 4 cars and therefore have 4 times the amount of data and can try 4 different setups in 1 practice session and ADR are at quite a disadvantage.
