Knock double-stacking on the head. Ban two cars from the one garage being in the pitlane at the same time. Pretty easy to police, really. Just monitor when the pitlane speed-limiter has been activated/deactivated. If two cars from the one garage are using the limiter at the same time, ping them.
Might promote more racing on the actual track itself. In yesterday's race, I think there were only one or two cars still out on the track racing, while the rest of the field were tripping over themselves in the pits, during that first round of stops. Great spectacle if you're viewing from pit straight, or the corporate facilities upstairs...
