Surely, for a promoted meeting, which generates substantial public spectator revenue, the motive should be to attract the best possible entry, regardless of the wealth of the entrants.
In Australia, the historic race meeting promoters tend to use the same budget model. The cost of staging the event, track hire, insurance/permits, secretarial/admin, official's lunches, equipment rentals etc. are covered by the entry fees and any gate or sponsorship is profit for the organisers.

That way, if the pre-event costings are accurate and worst case scenario, there is no sponsorship and no one turns up to watch, the organisers still break even.
