...but NASCAR would need to loosen up their requirements to new automakers.

Present rules mandate at least one year in the Camping World Truck Series prior to entering Sprint Cup. A lot of manufacturers that could have an interest either don't market a full-size pickup in the U.S. (i.e. the always-rumored Volkswagen, who don't really have an interest but the name does come up a lot), or may not want to spend the money to do all the R+D for a Truck effort when all they want is to be in Cup with their mid-size sedan that looks something like the racecar counterpart, whereas the trucks are still identity-less.

I just don't see many manufacturers either being able to enter or CWTS, or wanting to, before Cup, so it's up to NASCAR.

It isn't final, but it's not just Ford's opinion. Under the 2013 regulations, as they are written right now, this is the car Ford would run. The car will change if NASCAR changes the regulations (i.e. finds the cars aren't as even as they hoped). The one we see in 2013 would only be very subtly different than this, so, while not totally accurate to call it final, it basically is.
