Believe the second option, parts are the issue.
Without the chassis jig the cars were built on even in this country, my guess is that they spent their time checking it was dead straight before even beginning to repair it.
Sure, other overseas teams might have been able to fix it quicker, this is a new series, and this was the first major shunt. So spare parts haven't exactly been sitting on the shelf waiting for tis kind of occasion.
