As far as the ACO granting Mazda permission, I think it's merely a nuisance for them, not a problem. For instance, SRT launched the Viper GTS-R just after Le Mans 2012, and they managed to reserve two entries for the 24 in 2013. It will be another crapstorm of waivers, certainly, but it's not an impossible notion. Unfortunately for the ACO (and Mazda, by default), they don't have a full season to run their cars for the decisions to be made. But I think it's still a good possibility we'll see them in the 24 in 2014.
