Because although your average bookies smells similar to the inside of an ashtray and attracts patrons that look as though they should be living in a bus shelter, horse racing is seen as posh and/or snobby, thereby attracting the hooray Henry and Henrietta's who go to be seen and spend the day in the beer tent getting hammered and not watching any of the racing. People go to the races simply because they think they should, it's a fashion trend. And if you think team tactics in F1 are a little shady at times, you'd probably be very surprised at the level of fixing and cheating in horse racing, it's rife.
