The current rules clearly prohibite (mechanical) 4 wheel drive (rule 9.4).

The only way to implement 4WD next year is to adopt the system that Porsche uses in the hybrid 911: electric motors drive the front wheels with electric energy recovered during braking and combustion engine drives rear wheels.
