There is a huge difference between debris fencing and the fencing that was erected for Champ Car. I think you will find that debris fencing such as the normal fencing at all major circuits, will be required. This is a safety issue and designed to protect spectators from injury should any parts of a car come adrift follwoing an accident. I don't see debris fence spoiling the viewing pleasure of the spectator any more tha it does on the Indy Circuit. The Champ Car fencing has by and large disappeared now.
