There's every reason it might not be the same; it's the same concept that's been tried, under various names, for the last two years. Last year was the first one where they reigned back ambition for a world championship and I think it sort of worked. Next year, the series loses it's main selling point for 2013, namely Sebastian Loeb, so it makes sense to try and keep what they had I think. There's no point in pretending it's more than it is, not just yet.
Also, as you say, BES has been successful, but also consistent, a few rounds in Europe. I agree with you that it would be nice to see it at some great circuits, but I like that the series visits some interesting locations that other series don't (pity to see Zolder go, for me, always enjoyed watching that one).
