Get real. This has and will always be the case. Would you really expect anything different?
I'm a little surprised Paul would say anything about it unless it is his method of suggesting that a spec formula has its merits. Otherwise, he has openly admitted that he personally is not to be trusted to either play by the rules or keep a secret.
