In the ACO small video about tires, the guy of Michelin explains that they can develop specific tires for each manufacturer, but in order to avoid any advantage to one of them, they let each try all kind of these tires. So Audi can try the specific tires made for Toyota, etc.
As Victor_RO said, the "hybrid" tires are leased then taken away by Michelin after having being used because of confidential developments.
