I think this was first mooted as a way of stopping execsive speeding - but in a move to not p155 off people the government said, 'we could introduce speed limiters, but they would be voluntary'.
I fail to see how that would work? Surly the people who are going too fast will not be overly willing to take a speed limiter, just the folk who stick to it anyway!
Unless you do some kind of 'free lexus lights' offer?!
