If you're pinging drivers with time or points penalties for causing a safety car, you're creating a culture of boring racing - no one is going to go for the gap or put metal on metal if there's a chance you're going to be further penalised for it even after you've been hauled back on to the track in last position.
I agree that yesterday was pretty ridiculous, but it was simply a situation brought about by circumstances - dry track, sodden infield, lots of mud being tracked on to the racing lines.
From the moment Bezzy went off at Turn 1 on the opening lap, it was always going to be that sort of a race, because every car that speared off brought more mud on to the track, causing more cars to spear off and bring more mud back with them ...
