Yes I do believe it would . Wheel frequency is as far as I know just measured statically to give a usable spring rate to start with and then Anti-roll bars worked out to give adequate roll stiffness at either end .I personally used frequency as a theoretical measure to see just how stiff and what rate springs to aim at in the first place Best Regards Maddog
