My wettest race I had the windows open because I thought that would equalise the conditions inside and out. It was a disaster. I had a pool of water sloshing around the floor and the windows fogged up badly, despite the use of Fog-X. Fortunately, I'm a big chap and I have a small car, so I was wiping the inside of the screen with the back of my glove...
Next wet race, I kept the windows up and the floor stayed dry. I also took care to ensure my driving suit stayed dry and I again used Fog-X and the windscreen stayed remarkably clear.
