The problem is that the large teams want to ensure they continue their domination of the sport, all the cost legislation is just ensuring their dominance.
Why are the engine management systems spec, yet the aero, particularly the wings cannot be spec?
Because that is where the expertise of the teams lies, and it is not subject to outside supply from anyone outside the F1 club!
