For circuits that provide all the radio equipment (Silverstone, Donington, Rockingham) it will be up to them and fairly simple (but not cheap)

For the other who expect the Club to come along with radios it's more of a problem as the frequencies and equipment won't be compatible. Most clubs rely on their equipment (on 169.3375) being covered by the circuit's licence for that frequency and a change may upset that.
I heard it from my I.O., last weekend at Croft. He goes to many circuits (including ones abroad), but I don't know where he got the information from.
