Flexing tubs would really only affect the top ££ teams and good drivers
when the car as getting tired it would be end of year and sold to the B class guys who woul dnot have the budget to extend to new tubs unless car was shunted so i would not expect to find barn full of used tubs!
i could see 1 or 2 teams replacing a tub as perfomance dropped off mid season onwards
even the modern carbon tubs start to go soft and the top teams will renew them of course today cars have 3 year design cycle not the 1 year back then
