Stupid question time.

Heard on the telly references to maximum engine changes at 4. How does this work?? Is it a case of you can only have 4 engine changes during the 20 races?, you can only use 4 diff engines ( so if you remove engine 'a' and fit engine 'b', then fix engine 'a' at a later date it doesnt count as a new engine ), or you can only change 4 engines during a race weekend and as many as you like in between??
