If you win 1 race then you have to make 1 compulsory pitstop each race for the rest of the year, win 2 races you must make two, with a maximum set at 3 stops per race (even if you win 13)
If you haven't won any races, feel free to have a crack at getting through in one go

So basically that's handicapping the successful team. This is against the spirit of the rules of F1 of the last few decades IMO.
