After a relatively disapointing year with Kerr, the money men behind Team GBR want a return on thier cash and see a 'name' driver, i.e. Manning, as the person to deliver this. Being the driver last year, having got all the PR, etc, doesn't come into it. Remember this is motorsport where 99 times out of a 100 money talks.
