And it was regarded as a lean year for the P1 class. The entry list had an unbalanced feel to it given the number of P2s.
It's tempting (and I've been guilty of this before) to start looking at potential entries and adding numbers together. It's very rare that you actually get every entry you factor in.
This is not usually the done thing in terms of effective planning - but in this case wait until there is actually a problem before trying to find a solution.
