About peak powers everybody is doing that since long... even when fuel was a no issue, or specially because it was a no issue... simply brake with your left foot, most of time those cars were always gas on, and the same today, not by gas pedaling, but by inherent gear rations with engine almost always on the very high parts of their more power to efficiency curves... there is now very complex engine and else managements, many issues are covered, and so doubt there will be many fuel related race penalties (don't worry).
You are missing GasperG's point. The torque will be restricted by the maximum fuel flow.
