Chiron won a Grand Prix, but it was in 1931 so part of the pre-war championship. He only did two near-full post-war seasons, after that he was just a guest appearer at Monaco. By the time of his final appearance, he was either 60 or knocking on for it. Hermann Lang appears as 2 starts, 0 podiums, 1 finish, but he won two championship races plus some other big races in 1939, and did well in other years before that.

And the country with the most World Championships per head of population hasn't ever held a Grand Prix, and the nearest country to it to hold a GP lost it over 30 years ago. Whilst this country doesn't have a permanence circuit good enough a street circuit should be considered.
