but didnt TG say that he wouldnt let a manufacturer competing in CART be a part of IRL???

Could another reason for Toyota's jump be the fact that IRL racing costs are still relatively cheaper than CART's?

Tony George made that statement relative to chassis manufacturers, not engines. What he actually said was that the chassis being built for the IRL could not be sold to another series. He did not forbid the manufacturers from building a different chassis for CART.

Illmor will actually be selling the same engine in CART and in the IRL next season. The CART version will not benefit from Honda's involvement in the programme. It may pick up another badge, but likely will be only badged Illmor.

I'm curious as to just what constitutes a "different" chassis?

All CART would have to do is specify an extra layer of kevlar in the tub, and it would then be a "different" chassis, but still legal for the IRL, as the the only difference is only in that it exceedes the safety spec.
