Elms is working just fine without lmp1. The wec is not super expensive because of travel costs. ALMS is gone and we know why TUSC dont allow lmp1. Theres more 'factories' in the wec than f1

Mercedes McLaren and Red Bull are the only 'factory' teams not also in wec. The problem isnt the factory teams. Its the bop for the privateers. If you want small teams with no new tech like hybrids then elms is for you. Not a world championship.
