I don't think it was ever that.Surely the idea is each country selects their best driver who is not already comitted elsewere?

Every category below F1 could be described as a proving ground.
A1GP just has the quirk of it being Country rather than team biased |

Er hello? There have been plenty of experienced drivers with successful careers having made it to top levels...Yoong, Karthikeyan, Enge, Verstappen, Junquiera, Herta for example.
One of the attractions is the mix in experience level, and quite often these guys get upstaged by the young drivers. |

When it upgrades its cars to 700bhp as suggested, then it would be much more higher level and will attract the real near-the-top drivers and drivers will be able to make a career out of racing A1GP.
