How much is rectifying this going to cost Virgin? How will this impact on the funds they have available to complete the season? Will they require more money or will they have to cut costs elsewhere?

Won't cost Virgin anything. In the article, it says that Wirth Research will be paying for the modifications to Virgin's car.

Can really tell Wirth hasn't been around F1 for a while, didn't think anyone could admit it was their mistake and take full responsibility for fixing it. It is pretty refreshing in a world where everyone tries to pass the buck to another. The only question I had is what was he referring to about the fuel density? Is each team responsible for their own fuel procurement and quality, or is does the FIA provide a blend or require a certain spec for all teams?

I agree it was big of Wirth. The Virgin is the quickest of the new teams but plagued with issues. Its a new team and a new approach to racing in F1. I hope things work out for them. I do want to see them prove that there is more than one method to be competitive.
