Sirens for the Emergency Services

Driving home from work this evening, I was in slowly moving traffic. I had my window down and so heard a loud alarm and just thought to myself that the hotel I was next to had a very loud fire alarm and casually wondered if they'd got a new alarm as they recently had a fatality in a fire. Next thing, a police car came diving between the traffic at quite high speed. I don't know if it was a new sort of siren, but I just hadn't connected the sound with a police siren at all and judging from the complete lack of reaction from all the drivers around me, I guess nobody else had. It didn't sound like it was moving and somehow sounded very different to what you normally expect from one of the emergency services sirens. Anyone ever encountered anything similar? I thought it was quite worrying that nobody had reacted to the sirens at all.
