98 fia gt championship?

i have a question regarding restictors in the 98 fia gt championship. was porsche down on power compared to the mercedes clk-lm. i have this argument quite often over how good the clk-lm was in 98 season( exluding le mans), and people are trying to tell me that mercedes only had a good seasson because the rules favoured bigger engines.

What do you think?
