marcus - no - Tander stays outside - he was excluded from the Top Ten Shootout only so it relegates him to 10th for the start of race 1.

Following an investigation by the IPO, and an admission by the competitor, car #88, Steven Ellery, was found to be in breach of rules, for being unable to start the engine using the only means available on board prior to proceeding on to the track for the Top Ten Shootout (D11.5.6.3). The Stewards imposed a penalty of exclusion from the session.

Yeah I remember when the Top 10 was on they said he had trouble starting the 88.
