Assuming it is a real RS, unmolested ones are almost impossible to find these days. This one at least looks like it could be easily saved. Could be worse, he could have gone the usual route and nailed an ironing board to the rear

Probably just the normal Ford build quality and it doesn't shut properly

True. But whilst Ford left Britian, and retained its name, Vauxhall oth (for which you can substitute crap since 1930) left no remarkable history.

I doubt it actually does anything other than a vent at low speed / stationary, there is a high pressure region at the base of the windscreen so there won't be much natural air flow there. In fact cowl-induction bonnets (hoods) use this to take air in, not let it out.

I'm not sure where it originated, but there was an article in a local magazine interviewing a drag racer about ~1970 events - he raised the back of the bonnet of his car a couple of inches and told everyone it turned night into day (can't remember what the claim was, doesn't matter since it was made up anyway) when the real reason for doing so was to distract attention away from other things he was doing on the car! Smart bloke...
