signatures on old style PRCs
There seems to be a very ill-founded, incorrect rumour doing the rounds that signatures on old PRCs will not count for upgrades and everyone has to start again.
THIS IS COMPLETELY UNTRUE!!!!!!!!!!
All signatures on old PRCs are valid towards upgrades - all you have to do is send in both PRCs (old and new) when you apply for your upgrade.
If anyone tells you otherwise you have my permission to take them warmly by the throat and correct their misunderstanding

You should always ask your Post Chief for a comment when getting your card back at the end of the day.

I've got 3 sigs on my new PRC so far. One from a Post Chief & two from I/O's. All 3 were very quiet days so no comments were made.
Are comments a must?

Apart from wondering why you've got signatures from IOs, I would say that comments are an essential part of building up a picture of your experience; "a quiet day" is just as valid a comment as anything else.

As someone who graduated to Clerk some years ago, but was around when the original T&G Scheme was implemented, I confess to finding the new T&G Scheme a little bit complicated. However, in the circumstances you describe, under the original scheme, I would often add "A quiet day but remained attentive and interested at all times". Surely that is as much as we can expect of any marshal? If we all had to wait to attend several incidents before upgrading, we might have an unusually high number of older trainees!!
I do not believe the aims and objectives of the T&G Scheme have changed - we want well trained marshals but if the system becomes too bureaucratic or unwieldy, for something we all do as a hobby, there is a danger we may scare away new marshals. Let's always use the KISS principle where we can!

Or words to that effect! Yes, it was a squeeze but it could be spread over other columns on the old cards, if I did wee writing!
I always felt it particularly appropriate to make some such comment when the marshal's card was getting near to the required number of signatures and had few if any comments from previous Observers. No comment could be construed in so many ways and I felt my job as an Observer was to assist not resist upgrades, for those who clearly warranted it.

Remind me never to ask for a signature from a certain fat clerk in future! (even on a stewards report!)
Elaine has my deepest sympathies!
