If you want to draw attention to the tyres for commercial reasons, this is the way to do it.
If you want a sport where the fastest driver with the best racing skills wins, this is not the way. Indeed any way where the drivers skill is less than 80-90% of the result is not the way. But then it wouldn't be F1 would it?
Solution: 2 separate championships, one for F1 teams where its all about the car, tyres and aero, and one for F1 drivers, the latter all racing identical cars all run by the same orgainsing team. Hopefully difficult cars to drive ideally with no wings :-)

Or perhaps races which is a combination of both. I know this is an old idea having been used in every GP since 1906 Le Mans, but you never know it could work, it could grow and maybe one day millions will watch on telly and talk rubbish about it on internet forums.

Just as I initially thought would happen. Driver's opting out of Q3 (Vettel) to save tyres. Qualifying is not important anymore.

Vettel didn't actually save any, I don't think. He did a lap at good pace without completing it right at the end, so that's the best of those soft tyres gone.
There are no points for quali so there's no point in the teams compromising themselves in the race in order to keep a few people happy. I don't think any other series values qualifying as much as F1 does. I have no problem with it. Makes the races more interesting too which IMO more than makes up for it.

The only way qualifying can be all important is if it is very difficult to overtake in the race, you can't have it both ways. However there is an obvious way to encourage drivers to compete in Q3 even if the advantage of pole position is fairly marginal and that's to give them an extra set or two of tyres for Q3 only; run them or lose them.

Vettel's advantage is that he gets to chose what set to start on.
If you give people extra sets in Q3 then you lose a bit of poker in Q1 and Q2 where the quick guys try o get through on the slower compound. Not that this is that important.
What about having just one session, maybe an hour long? Or just use the fastest times from all practice sessions?
Qualifying not as important. Excellent.
