You don't get a choice, you have to apply through your country's ASN. It the USA that has been devolved by ACCUS to SCCA and USAC, whichever you belong to.
Where you need a contact is with which poste you want to work. Most Americans work on 75bis, or 100, but there are others scattered through the track.
If you don't put a poste number when the application goes in ACO will simply assign you to an English speaking poste.
If you put a poste number you fancy without contacting the Chef de Poste you risk the fact he does not know you or anything about you and you could get refused.

The way things sounded this year, even if the ACO allocate you to a Poste, the Chef may still have to refuse you. The numbers applying for & being allocated to 106 were over 50 I believe. Pressure from the ACO was to only accept 33. If the Chef had not heard of you, it was an automatic non-acceptance.
A prior contact / referral is almost mandatory now.

I'm planning a 2,000 mile road trip in two weeks, off to ALMS at Mosport followed by Grand Am at Indianapolis.

Especially since you seem to like sportscar racing. Contains the provisional Blancpain dates, very tempted by Spa myself, can't posssibly rain like it did last weekend for 2 years in a row.
Also helped me make some decisions regards Pau. (The poor man's Monaco) I'm going back....

Nurburgring 24hr without a doubt, but, go prepared to be self sufficent for 4 days and 3 nights!
Slightly off race, but brilliant as well, the 24hrs of Ypres rally, now called rally Ypres, or in september, the Tour of Flanders, they even put you up. Last year we were in a lovely farm, marshalling the stage as it went round the farm, winner!
